He retired from the Texas Department of Transportation in 2003. At that time, he was the Deputy District Engineer, and, along with the District Engineer was responsible for all engineering operations in the District. He has held the position of the District Traffic Engineer, the District Planning Engineer, and a District Design Engineer Manager before promoting to the second most important position in the District. As such, he has formidable experience in the field of Traffic and Transportation Engineering, and has provided expert witness testimony and analyses on numerous tort liability matters.

In addition to numerous highway and street designs, he has designed several major freeway construction projects, and has been involved in all aspects of the design, including the Geometric Alignment, Traffic Control Devices, Hydraulics, and every type of barrier device used on roadways today. In addition, he has conducted numerous surveys for roadways and land developments. He can provide critical on site evaluations, surveys and photography for the most complex roadway situation.

Our Railroad FELA & Tort Reconstruction Analyst, worked for 20 years with the Southern Pacific Railroad. He was a locomotive fireman and engineer, and became the District Claims agent for a large part of central California before becoming an independent accident reconstruction analyst and investigator with Dow-Carter & Associates. Since then he has been actively involved in accident reconstruction for highway-rail grade crossings.
